Lawrence O. Dibor

Lawrence O. Dibor has over 30 years of experience in the construction industry. He began his technical career as a technologist, working with international construction companies that specialized in both design and construction of buildings, roads, and bridges. In 1979, Mr. Dibor came to the United States where he continued his advancement in the construction industry in Philadelphia where he worked for organizations such as Day & Zimmerman Inc where he designed and managed governmental, industrial, pharmaceutical, transportation, manufacturing, and commercial projects.

For the last sixteen years, Mr. Dibor has been the president of Adcon Consultants Inc, an engineering design and construction management firm based in Philadelphia. At Adcon, he both directs and oversees all operational delivery of small, medium, and large design and construction supervision projects. Adcon clients are public and private; such as city, state, and federal agencies. Adcon has been involved in several transportation projects with different transit authorities throughout the United States. In 2013, Mr. Dibor was recognized and honored for his professional achievements and civic leadership with three citations by the Commonwealth of Pennsylvania, the Mayor of Philadelphia, and the City Council.

Mr. Dibor is a civic leader with a strong background in management and community work. He is a member of various professional organizations such as the Union League of Philadelphia; the Order of Engineers; the American Society of Civil Engineers; the Construction Management Association of America; the Construction Specification Institute; American Institute of Architects; the Conference of Minority Transportation Officials; former member of the Mayor’s Advisory Commission in Construction Industry Diversity. Mr. Dibor is currently a candidate for fellowship with the Chartered Institute of Building and the Institution of Engineering and Technology, United Kingdom.

Mr. Dibor authored a mentoring and training program aimed at providing a select group of Philadelphia high school students with training to introduce them to engineering and technical careers in the construction and manufacturing industries.

Mr. Dibor’s technical and professional background began with British education where he earned many diplomas and certificates in advanced and comprehensive education in both planning, design, and construction such as full technological certificates from the City of Guilds of Institute and Licentiates from the Royal Chartered Institute of Building United Kingdom (CIOB). During the time of his European Education, Mr. Dibor became a certified Engineering Technologist and Building Construction Technologist. He earned membership at several prestigious technical and professional organizations in London, furthered his professional education at Spring Garden College in Philadelphia where he earned a Bachelor of Science (honors) and Bachelor of Architecture (professional degree). Mr. Dibor also took business and management courses at the University of Pennsylvania.
