Philadelphia Family Court - New Building Project


The Engineers' Club is co-sponsoring a meeting with the American Society of Civil Engineers’ Construction Technical Group on Tuesday, March 11, Noon to 1:30 pm. Charles Rudalavage, AIA, LEEP AP, Principal, Ewing Cole, will provide information on the new Family Court Building now under construction at 15th and Arch Streets in Center City. The meeting will be at Urban Engineers, Inc., 530 Walnut Street, Philadelphia.


The Philadelphia Family Court of the First Judicial District of Pennsylvania is currently located in two separate facilities. In order to unify the Domestic Relations and Juvenile Divisions of the Family Court in a building which will meet its current and projected space and functional needs, a new facility has been designed by and is currently under construction. Designed to meet LEED Silver certification, the new public safety building will include 14 occupied floors above grade and one partial mechanical penthouse level, totaling 509,000 gsf.

The building will feature courtrooms, judges’ chambers, and prisoner holding cells, as well as a loading/truck dock, a vehicular sally port for prisoners being brought to the building for court appearances and building support areas. A three-level parking garage will be provided below-grade for public use, with secure spaces for judges and court officials.

Throughout all floors of the building, separate vertical and horizontal circulation paths are created for the public, judges and courts staff, and prisoners.

The catering order is based on the reservations received; therefore payment will be expected for all reservations regardless of attendance, unless cancelled 48 hours in advance.

Participation in this presentation entitles each attendee to one (1) PDH for PA and NJ professional engineers and (1) CEU for the landscape architects. Certificates will be distributed at the end of the presentation.

Charles Rudalavage, AIA, LEEP AP, Principal, Ewing Cole, has over 16 years of experience in facility planning, design, documentation and administration.  He has led project teams on several $100 million+ projects for EwingCole. He has been at the firm since 1997 and is currently a Principal.

Lydia Jeanne Evans, Architect, EwingCole, has diverse experience in the detailing and implementation of major projects through all phases of design and construction, with a broad background in interior architecture.  She joined EwingCole in 2007.
