Financing Available Through the New Jersey Infrastructure Bank for Transportation Infrastructure Projects
Originally created as the Waste Water Treatment Trust, the New Jersey Infrastructure Bank has now added the ability to finance municipal and county transportation projects to its highly successful program. In this special presentation, I-Bank Executive Director David Zimmer and Project Manager George Rolon will outline the overall program, discuss its funding abilities, detail the application process and review the general project financing timeline.(1 PDH)

David Zimmer, CFA
David Zimmer serves as the Executive Director of the New Jersey Infrastructure Bank, the State's lending Authority which partners with the NJDEP and the NJDOT to provide low interest rate loans to government units and authorities for environmental infrastructure projects and local transportation projects respectively.During his tenure, Mr. Zimmer has focused on introducing several new successful loan programs and worked to overhaul the I-Bank's credit policy to bring transparency and clarity to borrowers. He has also improved the efficiency and effectiveness of the I-Bank by developing two modern, web-based loan management systems.Mr. Zimmer is a Chartered Financial Analyst and holds a Master's degree in Business Administration from the University of Notre Dame and a Bachelor of Civil Engineering degree from the University of Dayton.
George Rolon
Since July 2012, George Rolon has served as the Project Manager of the New Jersey Infrastructure Bank ("NJIB"), the State's water infrastructure lending Authority which partners with the NJ Department of Environmental Protection and NJ Department of Transportation to provide low interest rate loans to fund environmental and transportation infrastructure projects. During his time at the Infrastructure Bank, Mr. Rolon has focused on improving the efficiency and effectiveness of the NJIB through the development of a modern, web-based loan management system, and has successfully helped to implement several new loan programs such as the Statewide Assistance Infrastructure Loan ("SAIL") program to aid New Jersey's Superstorm Sandy rebuild and more recently the NJIB's innovative Transportation Bank financing program.
