Member – Michelle A. Schultz
Michelle Schultz was sworn in on January 11, 2021, as a new member of the Surface Transportation Board and confirmed by the United States Senate. She served as Vice Chairman of the Board from Feb 2022 to Jan 2023.
The Surface Transportation Board(STB) of the United States is an independent federal agency created in 1996 that serves as an adjudicatory board. The Board comprises five members nominated by the President and confirmed by the Senate for five-year terms.
Michelle served in various leadership roles with the Southeastern Pennsylvania Transportation Authority (SEPTA) as Deputy General Counsel, Director of Legislative Affairs, and as SEPTA’s representative to the Pennsylvania Public Transportation Association and the Keystone Transportation Funding Coalition. She is regarded as a leading lawyer and policy professional in the public transportation space.
Early in her career, Michelle was an associate with White and Williams LLP. She obtained a Master of Government Administration from the University of Pennsylvania; a Juris Doctor from Widener University School of Law; and a Bachelor of Arts from the Pennsylvania State University.
Topic: The STB & Current Regulatory Outlook
The Surface Transportation Board is an independent economic regulatory agency that seeks to promote a balanced, competitive, and responsive surface transportation system, primarily the interstate rail network, and addresses the needs of the network for the benefit of the general public.
The past few years have been extremely busy for the STB. Since 2022, the STB has held numerous hearings on issues as diverse as widespread service challenges, Amtrak service on the Gulf Coast, and the merger of two Class I railroads, Canadian Pacific and Kansas City Southern. This September, the STB is inviting shippers, railroads, and others to participate in a two-day hearing focused on growth in the freight rail industry.
