President



Vince DeFlavia, PE

 

Vince DeFlavia is currently in the role as a Regional Leader for Traffic and ITS Operations for Traffic Planning and Design, Inc. (TPD).  Vince has 25 years of A/E/C industry experience and will now be responsible for the development and direct management in the planning, design, construction, and/or maintenance of projects specifically related to Traffic Engineering and Intelligent Transportation Systems (ITS) related elements.  He recently made the return to TPD after working for Bentley Systems as Sales Director for their North American Project Delivery Team. With Bentley's focus on transportation engineering software solutions, and his focus on client service, his role at Bentley provided him  the opportunity to continue and expand his experience and relationships in the A/E/C industry.  Prior to Bentley Systems, Mr. DeFlavia served as a Highways/Signals Project Manager in his first stint (twelve years) with TPD and four years before that were spent with the City of Philadelphia Streets Department, Traffic Engineering Division.

Mr. DeFlavia has a B.S. degree in Civil Engineering and a M.S. degree in Transportation Engineering, both from Villanova University.  He also serves on the Board for Villanova University's Engineering Alumni Society and is a Past President for both the Mid-Atlantic and Mid-Colonial Districts of the Institute of Transportation Engineers (MASITE). Within his community, he serves as a Board Member of the Holy Cross Regional Catholic School and was involved as a coach and athletic director with the St. Eleanor CYO program for over fourteen years.

Vince has been married for just about 20 years, resides in Collegeville, PA with his wife and two teenage daughters, enjoys playing golf, watching sports, exercising at the gym or on an outdoor run, and spending time at the beach in Ocean City New Jersey.

Carol Rose, PMP


Carol is a Vice President / Senior Engineering Operations Manager at STV Incorporated. She is a project manager with over 20 years of experience managing and reviewing rail vehicle procurement, overhaul, and quality upgrade programs. Her expertise encompasses project management and engineering support for the full lifecycle of a project, from project feasibility, specification development and procurement support through engineering design review, inspection, testing, commissioning, and warranty support. She joined the Engineers’ Club of Philadelphia to network with colleagues in the industry and has been a member of the Board since 2014. Carol, a native Philadelphian, graduated from Drexel University with a Bachelor of Science in Electrical Engineering. Carol is active in her community, currently serving as Vice Chair of the Women’s Transportation Seminar (WTS) Northeast Region Council, member of the WTS International Advisory Board, and Development Council Advisor of The Junior League of Philadelphia, Inc. Carol lives in King of Prussia, PA with her husband and son.

Eleanor Small, Ph. D.


Eleanor F. Small, Ph.D. is a Principal Scientist with Johnson & Johnson Consumer Health Future of Self-Care department, which focuses on alternative business models and translational science for innovation. She leads global cross functional teams responsible for product design/development, scale up, launch, and life cycle management of new and current products. She started her career at Johnson & Johnson Consumer Health 7.5 years and has worked with both Oral Care and Wound Care in End-to-End Product Development and Life Cycle Management supporting J&J’s iconic Listerine®, Band-Aid® and Neosporin® brands, as well as leading one of the a Wound Care early stage research platforms. Eleanor received her BSE in Chemical and Biomolecular Engineering from Johns Hopkins University in 2006. She received her PhD in Chemical and Biological Engineering from Drexel University in June, 2012. Eleanor is passionate about S.T.E.M education, especially for young women. During her graduate studies she received an NSF GK-12 fellowship to work with Philadelphia public high school teachers to enhance STEM curriculum. Upon starting at J&J in 2013, she joined the Women In Science and Engineering (WISE) employee group. Eleanor firmly believes education does not end at graduation, which is why she has been actively involved with the International Society of Pharmaceutical Engineers Delaware Valley Chapter (ISPE-DVC). Ellie joined ISPE-DVC in 2013 and currently serves as President for the 2019-2020 & 2020-2021 years. In February of 2019, Ellie was awarded the Delaware Valley Young Engineer of the Year by the DV Engineers’ Week committee.

Briana Pampuch, PE


Briana is a Senior Project Manager at Langan in their Doylestown office. At Langan she is part of the Traffic group where she works closely with DOT’s, Municipalities and clients across PA, DE, OH and NJ working on the design and permitting of Highway Occupancy Permits. She also is the Past-President for the American Society of Civil Engineers Philadelphia Section, WTS Philly Vice-Chair of the Award sand recognition committee and LV Annex committee and awards vice-chair of the DVEW awards committee. Briana received her BS in Civil Engineering and her ME in Transportation Engineering from Rensselaer Polytechnic Institute in the Spring of 2013. She has her PE and Pennsylvania & Delaware.




Treasurer

Ryan McCarthy, P.E.


Ryan has13 years of design and management experience on complex transportation projects across several states, including PA, OH, NY, NJ, and CT. As part of his current role as a Highways project manager for JMT within their Philadelphia, PA office, Ryan is responsible for tracking and ensuring financial stability for projects assigned, managing and developing direct reports, providing technical oversight to support staff, and preparing technical proposals/RFPs for the firm. Ryan’s educational record includes a Bachelor of Science from Widener University and a Masters of Engineering from Stevens Institute of Technology. He is registered as a Professional Engineer within PA, NJ, and CT. He is active amongst engineering societies such as the Engineer’s Club, ASCE Philadelphia, ACEC-PA, and ASHE-Delval and East Penn. Ryan also participates in the ACE mentoring program to mentor high school students regarding the engineering field and the ACEC TQI Shared Interns Program where he works with a focus group to provide college students with more insight into the engineering field for their future careers.

James Porter, Jr.


James B. Porter, Jr. was chief engineer and vice president - Engineering and Operations for DuPont until his retirement. Jim joined the company in 1966 as a chemical engineer in the engineering service division in Newark, Delaware. He left the same year for a tour in the United States Army and returned in April, 1968 as a technical services engineer at the  Chattanooga, Tennessee fibers plant. Over his 40+ year career with DuPont, Jim held more than 20 technical and leadership roles.

Jim has served as chair for the Construction Industry Institute (CII) and he was the 2004 recipient of CII's Carroll H. Dunn Award of Excellence. In 2005 he received the Engineering and Construction Contracting Association Achievement Award and in 2007 he was honored with the Society of Women Engineers Rodney D. Chipp Memorial Award. In 2008 he was the first recipient of FIATECH's "James B. Porter, Jr. Award for Technology Leadership."   He is a member of the National Academy of Construction and was on the Argonne National Laboratory Board of Governors.

Today, Jim is the founder and President of Sustainable Operations Solutions, LLC which provides consulting services to help companies make significant and sustainable improvements in workplace safety, process safety management, capital effectiveness and operations productivity. Born in Knoxville, Tennessee, he received a Bachelor of Science degree in Chemical Engineering from the University of Tennessee in 1965.

Mary Pat Tumelty, PE


Mary Pat (MP) Tumelty, PE is a Staff Engineer at Pennoni’s headquarters in Philadelphia in their Transportation Division.  With nearly 10 years of experience she primarily designs a variety of highway, utility, and green street infrastructure projects throughout Philadelphia and Southeast PA. She attended Drexel University where she obtained her Bachelor’s degree in Civil Engineering with a focus on water resources. 

Mary Pat is a third generational member of the Engineer’s Club of Philadelphia.  MP joined ECP in high school and is proud to continue the tradition that started with her maternal grandfather, Stanley Duckworth, and continued by her mother, Denise Duckworth Tumelty, who is purportedly one of the first female club members.  In addition to being on the Engineer’s Club Board, MP is currently on Mount Saint Joseph Academy’s (MSJA) Alumnae Board.  She is an active member of Women’s Transportation Seminar (WTS) serving on their finance and membership committees.  Additionally, she is involved with American Society of Civil Engineers (ASCE), ASCE-Younger Member Forum (YMF), and Green Stormwater Infrastructure (GSI) Partners.  In her free time, she enjoys walks with her dog Ginger, attending concerts, and taking Scenic Byway road trips.

Enerel Munkhzul


Enerel Munkhzul is the Division Manager for the Mechanical, Electrical, and Plumbing (MEP) group at Pennoni Associates, where she manages multidisciplinary engineering teams supporting a range of projects in the commercial, industrial, educational, and entertainment sectors. She has over ten years of experience in both consulting engineering and the energy industry, with a background in systems engineering and design. Prior to joining Pennoni, she worked as a Mechanical Design Engineer on small modular nuclear reactor systems at Holtec International, and as a Controls Engineering Operator for a renewable energy controls facility with NextEra Energy Resources. Enerel holds a Bachelor of Science in Physics from Randolph-Macon College and a Master of Science in Mechanical and Nuclear Engineering from Virginia Commonwealth University. She has participated in outreach efforts aimed at supporting women in STEM and leadership roles, including organizing STEM-focused programs for young students and collaborating with groups such as the Girl Scouts of America and the Society of Women Engineers. Outside of her technical role, Enerel is involved in various professional and community-based initiatives. She serves on the Board of Directors for the Center City Business Association, participates in local networking and nonprofit events, including Friends of Rittenhouse Square, and has attended the Embrace Ambition Summit hosted by the Tory Burch Foundation.

Erica Antoine, PE

Erica Antoine, PE is a Railroad and Transit Project Manager at Burns Engineering. Erica is an accomplished and well-rounded engineer whose entire career has focused on improving transit facility infrastructure. She understands owners’ priorities and preferences, connecting key decision-making to the client’s best interests. Erica’s collaborative approach produces solutions centered around sustainability, equitable mobility, and environmental justice. Her portfolio represents an impressive variety of engineering design and construction management assignments for public transit operators along the Northeast Corridor. Erica has managed multimodal transit station improvements projects for Amtrak, SEPTA, PATCO, NJ TRANSIT, and WMATA. She has over 15 years of experience delivering creative solutions to adapt and modernize outdated facilities for new and rapidly changing technologies, multiple fleet types, and constrained urban environments, all while keeping the critical mission of bus transit operation running to reliably serve the traveling public. A member of American Public Transportation Association’s (APTA) Zero Emission Fleet Committee, Erica is a subject matter expert on vehicle electrification, supporting transit agencies on their evaluation and implementation of zero-emission fleets. 

 Erica also serves on the Executive Board of Directors of the Philadelphia Chapter of WTS as the Immediate Past President. She volunteers for various STEM programs, introducing young women to careers in Science, Technology, Engineering and Mathematics. Erica is a Drexel University alumni, with a BS degree in Civil Engineering, a BS degree in Architectural Engineering, and a Certificate in Engineering Management. Erica enjoys vacationing with her husband, coaching her daughter’s soccer team, and building magnetic block towers with her son.

Helene Brennan, PE, PMP, LEED AP BD+C, ENV SP

Helene Brennan is a Principal/Senior Engineer at STV, Inc. She is a civil engineer with a focus in highway design and stormwater management. She is a licensed professional engineer in seven states. She has been a leader on both the I-95 Betsy Ross Interchange and Route 30 Coatesville-Downingtown Bypass projects. She has an interest in sustainable infrastructure and complete streets. She is a member of WTS, ASCE, ASHE and The Engineers Club of Philadelphia. For WTS, she served as the interim Treasurer (2011-2012 Philadelphia), Scholarship Committee Chair (Baltimore 2014) and the Student Outreach Committee Chair (Philadelphia 2017-2021). Due to her dedication to volunteerism, she was awarded WTS Baltimore President's Award (2014) and WTS Philadelphia Member of the Year Award (2018). She has served on the Delaware Valley Engineers Week Committee since 2016. In addition to her professional affiliations, and she also is active member of The Cedar Park Neighbors Park Committee (West Philly). She is a graduate of Northwestern University and past president of the NU Club of Philadelphia.  GO CATS!  In her spare time, she enjoys reading, exercising, and spending time with her family. She is very excited about working on the Engineers Club Board.

AnnMarie Vigilante, PE

AnnMarie is a Vice President/Principal at Langan Engineering & Environmental Services and oversees the traffic and transportation group in their Pennsylvania, Texas and Southern California offices and highway design group across the firm. AnnMarie has over twenty-eight years of experience developing innovative highway and site development plans for large scale development projects. AnnMarie holds a bachelor’s degree in Civil Engineering from The Pennsylvania State University and a master degree in Engineering Management from Drexel University. AnnMarie is a registered P.E. in Pennsylvania, New York, New Jersey, Texas and Delaware. AnnMarie is also very active in the Engineers Club of Philadelphia, serving on the Engineers Week Committee where she serves as the Director of Awards, is a past president of the Philadelphia Chapter of ASCE, serves on the Lehigh Valley Chamber of Commerce Transportation Committee and is a past Governor of the Lehigh Valley Chamber of Commerce, is a member of the Lehigh Valley Commercial Real Estate Woman Network (CREW) and the Philadelphia Profession Women in Construction (PWC) and serves as the Awards Committee chair and Lehigh Valley PhilaLink co-chair for the Women’s Transportation Seminar (WTS) and secretary on the Charles Chrin Family Foundation which is a non-profit foundation created to help fund education initiatives related to STEM (Science Technology Engineering Math) in the Easton Area School District.

AnnMarie devotes countless hours each year volunteering for multiple community service projects. A few that deserve some mentioning are her role as a special awards judge for the Delaware Valley Science Fair which is one of the largest science fairs in the country. The Fair was designed as a vehicle for stimulating interest in Science, Technology, Engineering and Mathematics (STEM) among students in middle and high schools in the tri-state area. AnnMarie is also the Director of Awards for Delaware Valley Engineers Week where she has devoted many hours of her own time planning for the multiple celebrations and events held during Engineers Week which was created to provide a strong venue to inform our citizens of the value of engineers, celebrate engineering technology and innovation and cultivate interest in math, science and engineering among the nation’s youth - tomorrow’s work force.

AnnMarie also participates in community services projects within her company, including food and clothing drives and community cleanup programs. She was recently the 2020 receipt of the Lehigh Valley Leukemia and Lymphoma Society’s Women of the Year award for her campaign that raised over $65,000 for blood cancer research, advocacy and patient care. This ten-week campaign was conducted during the middle of the pandemic. She received the ASCE Philadelphia Transportation Engineer of the Year Award in 2014, was a 2022 Girl Scouts of Eastern PA Take the Lead Honoree and a 2014 LVB Women of Influence and most recently the 2025 Lehigh Valley Chamber Transportation Leadership Award.
